Desktop Summer '09

Photoshop CS or Photoshop Elements?

Hey everyone I would like to have some advice from those of you who use editing software.

Recently my psp (Jasc Paint Shop Pro v.8) broke down and is still usable, but the brushes don't work. I have decided that I want to buy a newer, better program, but I would like help deciding what I should buy. I wll be buying the software off ebay for starters, hopefully to save some money.

Now the Choices:

Photoshop CS4 - as you all know is really expensive, but well worth it in my opinion. It is definatly cheaper on ebay but is still out of my price range that I would like to spend. This is the program that I really would like. :D

Photoshop CS? - Should I buy and older version of Photoshop, like CS2 and save money that way? :)
or
Photoshop Elements 7 - I'm not sure what this program is exactly and if it can do what I would like to do (look at my gallery to see what type of things I liek to do). This program I noticed is considerably cheaper than the others. :S
